The gathering is attended by a mix of people from various ethnic backgrounds. A man stands at the microphone. In the background is an American flag, a fire extinguisher, and a door. The mayor looks over his left shoulder toward the speaker at the microphone. Printed in the white border around the photographs is a circle logo with a photographer and camera silhouette and "Photo by Elmer Ogawa". Judging from the narrow width of the men's ties and the cat-eye eyeglasses worn by the mayor's wife, this photo must have been taken sometime in the 1960's.
